Who needs to fill Form 60?

What are the transactions that require Form 60?

Vahan portal is the official website of the Ministry of Road Transport and Highways that provides various online services related to vehicles and drivers. One of the services offered by Vahan portal is the facility to download Form 60 online for purchasing or selling a motor vehicle without PAN.


Steps to download Form 60 from Vahan portal:




The following are the steps to download Form 60 from Vahan portal:


Visit the Vahan portal at


  • Select the state and RTO where you want to register your vehicle.



  • Select the type of transaction (purchase or sale) and enter the vehicle registration number.



  • Enter your name, address, date of birth, gender, Aadhaar number, mobile number and email id.



  • Select the reason for not having PAN and enter your estimated total income for the financial year.



  • Enter the details of the transaction such as date, amount, mode of payment, name and address of the seller/buyer.



  • Verify the details and click on "Generate Form 60".



  • A PDF file of Form 60 will be generated and downloaded on your device.



  • Print and sign the Form 60 and submit it along with other documents to the RTO office.
